Local Partnership Services

More than a platform. A partner in local delivery.

Every community has different skills needs, employment challenges and opportunities. Shine gives local partners the technology to help young people discover their potential, build evidence of their skills and connect with meaningful next steps.

But digital access is only part of the picture. Through commissioned partnerships, Shine can work directly with local authorities, schools, colleges, employers and community organisations to bring opportunities closer to young people and support local skills and employment priorities.

From practical workshops and SEND-focused engagement to employer campaigns and bespoke local opportunity mapping, we shape additional services around the needs of your community.

Live today

One platform. Multiple pathways into opportunity.

At the heart of every Shine partnership is our digital platform, built to help 16–24 year olds understand their strengths, explore opportunities and take practical steps towards their future.

  • AI-powered career discovery

Young people explore their interests, strengths and aspirations through a guided career discovery experience, helping them see pathways beyond traditional academic routes.

  • Personalised CareerMaps

Individual career pathways showing relevant next steps, opportunities and areas to develop, turning career aspirations into practical action.

  • Shine's UK Skills Passport™

A free digital record where young people build evidence of their qualifications, skills, work experience, volunteering, achievements and wider activities. They stay in control of their information and choose what they share with employers.

  • Live opportunities

Relevant entry-level jobs, apprenticeships, training and other progression opportunities, helping young people move from exploring to acting.

  • CV and application support

Practical tools to help young people present their experience, prepare applications and show employers their potential.

  • Employer connections

Shine's employer platform supports skills-based recruitment, helping employers find and engage emerging talent for entry-level and apprenticeship roles.

  • Partner reporting

Reporting can help participating organisations understand relevant engagement, activity and progression information, within the scope of their agreed access and reporting arrangements.

The exact platform features, reporting access and services available to each partner are confirmed as part of the agreed partnership scope.

Connecting young people with the skills their communities need.

From construction and manufacturing to health, green energy and digital, young people need better visibility of the opportunities around them and the routes into those industries.

Shine helps young people explore different pathways, understand what employers look for and identify practical next steps. Through commissioned partnerships, this can be complemented by local opportunity mapping, employer engagement and targeted outreach.

Across all skills-short sectors, including:

  • Digital, tech & cyber
  • Health & social care
  • Green energy
  • Engineering & manufacturing
  • Construction & trades
  • Logistics & transport
  • Science & life sciences
  • Education & early years
  • Farming, food & environment

Examples only. Each partnership reflects the changing skills priorities of its own area.

Potential has no standard format. Opportunity should be accessible to everyone.

A young person's potential can't always be measured by grades, qualifications or a traditional CV. Shine helps young people recognise and communicate the wider range of skills, experiences and strengths they bring.

  • Skills-based career discovery beyond academic results.
  • Ways to evidence practical abilities, interests and achievements.
  • Recognition of volunteering, hobbies, informal experience and transferable skills.
  • Multiple routes, including apprenticeships, training, employment and further education.
  • A digital UK Skills Passport™ controlled by the young person.
  • Personalised career pathways and practical next steps.
  • The option to commission SEND-focused engagement and accessible workshops.

Shine complements existing careers guidance, specialist SEND services and local support. It is not a SEND assessment or specialist support tool. Any additional SEND-focused delivery is developed around the needs of the commissioned cohort with appropriate professional input.

A practical partner for local delivery.

Shine can support partners who want to:

  • Improve young people's awareness of education, training and employment pathways.
  • Help young people recognise and evidence their skills.
  • Increase engagement with entry-level jobs and apprenticeships.
  • Promote local employer opportunities.
  • Support young people who may not engage with traditional careers resources.
  • Complement existing careers, employability and youth services.
  • Understand programme reach and engagement through agreed reporting.
  • Connect digital tools with practical, community-based engagement.

Shine complements existing local services; it does not duplicate or replace them. Partners keep responsibility for their statutory duties, safeguarding arrangements, professional decisions and case-management processes.

How a commissioned partnership works

  1. Stage 1: Understand local priorities

We discuss your objectives, target groups, local skills needs, existing provision and the outcomes you want.

  2. Stage 2: Shape the partnership

We agree which platform capabilities and commissioned services fit, alongside delivery responsibilities, reporting and measures of success.

  3. Stage 3: Deliver locally

Young people use Shine's digital tools, supported by any agreed workshops, outreach, employer engagement or other commissioned activity.

  4. Stage 4: Review and evaluate

You receive the agreed reporting and evaluation to review engagement, activity and progress against your objectives.

Timescales are agreed with each partner; this is not a fixed timetable.

One partnership. Designed around your priorities.

Every area has different needs. Shine works with partners to agree an annual partnership and, where needed, additional commissioned delivery.
