How Shine reporting works
This page explains exactly what each Shine council report measures, how each figure is calculated, and what it does not show.
Definitions
- Coverage
- How many institutions in the council area have submitted a return, and what share of the Year 11 on roll they represent.
- Reporting cohort
- The cohort total an institution enters on its return. Only institutions with a cohort of 10 or more appear in breakdowns.
- Submission status
- Not opened, not started, draft, submitted, amendment requested, or overdue (past the due date and not submitted).
- Destination categories
- The categories in the Year 11 leavers' destinations return, listed in the field dictionary below.
- Activity not known
- Leavers the institution reports it does not know the destination of. This is institution-reported, not the council's official NCCIS figure.
- Suppression of small numbers
- Any figure below 10, including zero, is hidden, and so is any figure within 10 of the cohort total. Institutions with a cohort below 10 are grouped as "other small settings" with figures withheld. If any figure in a breakdown is hidden, the area total for that breakdown is withheld too, so a hidden number cannot be worked out.

Calculations
- Share in a category = category count ÷ reporting cohort.
- Share not known = activity not known ÷ reporting cohort.
- Coverage = Year 11 on roll at institutions that submitted ÷ Year 11 on roll at all institutions in the area.
- Combining institutions: area figures add up the counts from submitted returns first, then calculate shares from those totals. Shares are never averaged across institutions.
- Checks: where categories should add up to the cohort total, a return that does not add up is flagged as not reconciled.
What the numbers cannot show
- No individual young people. Reports contain counts only.
- Only institutions that have joined and submitted are included.
- Figures are reported by institutions and are not verified by Shine.
- A referral or an offer is not a sustained outcome.

Questions
Is Shine's 'activity not known' the same as our NCCIS figure?
No. Shine counts what schools and colleges report in their returns. It is not the council's official NCCIS figure and does not replace statutory reporting.
Does Shine check the numbers institutions submit?
Shine checks that categories add up to the cohort total where they should. It does not verify the figures against other records.
Can a council see individual young people?
No. Council reports contain counts only, and any figure below 10 is hidden.
