Different teams, different duties
For local authorities in England, section 68 of the Education and Skills Act 2008 concerns promoting participation in education or training for 16- and 17-year-olds; section 69 concerns arrangements to identify young people not participating. The September Guarantee concerns an offer of a suitable education or training place after Year 11. These are not Jobcentre Plus statutory duties, and Shine cannot discharge them on a council's behalf.
Jobcentre teams working with older young people can use the same progression view for conversations about training and entry-level work. It does not replace DWP case management, benefit decisions or a work coach's professional judgement.

- The partner dashboard surfaces recorded inactivity, low confidence and outstanding follow-ups for linked learners. Staff decide what support is appropriate and continue their own statutory processes.
- Does Shine connect directly to DWP or council case management systems?
- No direct DWP or council case-management integration is promised. Staff can use available PDF and CSV exports, subject to their own data-handling rules and field checks.
- How are sustained outcomes tracked?
- Staff can record a placement, move a learner into monitoring, follow up on destinations and retain aggregate impact after personal details are removed. A recorded placement is not proof of a verified sustained outcome.
- Is the Tottenham Jobcentre example live casework?
- No. It is an isolated fictional demonstration of the workflow, not a DWP partnership, live caseload or verified employment outcome.
